Creating teams without paying. 1 Year, 9 Months ago

I downloaded and installed the latest tournament component and when I set it to "No" it still doesnt allow anyone to create a team prior to paying because they cannot get to step 5 on the checklist without paying first.
How can I change this? I would like to beable to arrange that checklist in anyorder I wish. Is that possible?
